There is no competent authority for the establishment and implementation of co-existence measures in Croatia.

General regulation on GMOs

Several authorities are involved in the general regulation of GMOs. According to Genetically Modified Organisms Act, the Ministry of Culture (the Nature Protection Department) is the competent authority for the deliberate release of GMOs, the Ministry for Health and Social Welfare is the competent authority for food, and the Ministry of Agriculture, Forestry and Water Management is the competent authority for feed.

The Ministry of Sea, Tourism, Transport and Development regulates the transport of GMOs.

Prior to the market introduction of a novel food or feed in the Republic of Croatia, an approval shall be issued in accordance with the Food Act. The approval for food shall be issued by the Ministry of Health and Social Welfare in accordance with the Ministry of Agriculture and Forestry, and is based on the scientific opinion obtained previously from the Croatian Food Agency. The approval for feed shall be issued by the Ministry of Agriculture and Forestry, also based on the scientific opinion obtained previously of the Croatian Food Agency.

Advisory panels

Croatia has no advisory panels responsible for co-existence.

Current laws on GMOs call for the creation of an advisory board, but details of the mandate will be subject to change upon implementation of the new Genetically Modified Organisms Act.

The scientific Panel on genetically modified organisms and novel food was placed within the Croatian Food Agency, which was established as an independent body responsible for risk assessment, risk communication and co-ordination of risk management along the whole food chain.
