Co-existence and traceability
The Ministry of Agriculture, Forestry, and Food is responsible for establishing and implementing regulations on co-existence. Traceability is directly covered by the EU Regulation 1830/2003. The competent authorities for regulation are, for food, the Ministry of Health and, for feed, the Ministry of Agriculture, Forestry and Food, respectively.
General regulation on GMOs
There are three Ministries involved in the regulation of genetically modified organisms and derived products: the Ministry of Environment and Spatial Planning, the Ministry of Agriculture, Forestry, and Food, and the Ministry of Health.
The Ministry of Environment and Spatial Planning is the competent authority for Directive 2001/18/EC and the GMO Management Act. With the exception of activities directly concerning food and feed, the Ministry is responsible for all activities with GMOs concerning contained use, deliberate release, and placement on the market.
In accordance with the GMO Management Act, the Ministry of Agriculture, Forestry and Food is responsible for activities with GMOs concerning deliberate release and placement on the market, and, in accordance with EU Regulations 1829/2003 and 1830/2003, for feed.
In accordance with the GMO Management Act,the Ministry of Health is responsible for activities with GMOs concerning the placing on the market and, in accordance with EU Regulations 1829/2003 and 1830/2003, for food.
Advisory panels
The Minister of Agriculture, Forestry, and Food has nominated a working group to support the prepartion of legislation on coexistence. Under the GMO Management Act, a 'commission for GMO management' - intended to monitor conditions, and developments, in the area of GMO management - was established to support governmental decisions. Also, two scientific committees were established to support the Ministry of Environment and Spatial Planning.
